This interactive program will explore bid protests before the Government Accountability Office (GAO).  The program will include a discussion of GAO’s bid protest authority, recent changes to GAO’s jurisdiction, trends in bid protests before the GAO, the most prevalent grounds for sustaining bid protests at GAO, and practice tips before the GAO. 


The program will be taught by Paula J. Haurilesko.  Ms. Haurilesko is a Deputy Assistant General Counsel in the Office of the General Counsel of the United States Government Accountability Office (GAO), where she works in the Procurement Law Division.  Since joining the Procurement Law Division in 2010, Ms. Haurilesko has written numerous bid protest decisions involving a variety of legal issues, presided over bid protest hearings, and conducted alternative dispute resolution conferences.  Prior to joining the Office of General Counsel, Ms. Haurilesko was a senior analyst with GAO’s Acquisition and Sourcing Management team, where she lead teams of analysts in reviews related to government contracting, the Committee on Foreign Investment in the United States (CFIUS), and other issues.  Additionally, Ms. Haurilesko was detailed to the Senate Committee on Homeland Security and Governmental Affairs from July 2009 to February 2010 to work on government-wide procurement issues.
