Commissioner of Accounts Announcement

It is with profound appreciation of a job well done that, on behalf of the Judges of the Fairfax Circuit Court, I accept the retirement of John H. Rust, Jr. as Commissioner of Accounts for the 19th Judicial Circuit effective July 1, 2020.  Mr. Rust has served with distinction, efficiency and humility since his appointment on February 1, 2006.  Mr. Rust is a former Chairman and member of the Standing Committee on Commissioners of Accounts of the Judicial Council and former Chairman of the Virginia Conference of Commissioners of Accounts.  He regularly holds public outreach meetings advising and educating lay fiduciaries and the public.  His input and availability to the Circuit Court has been invaluable.  The bench also appreciates the ample notice provided and his willingness to work with his successor to insure an orderly transition of the responsibilities of his office.  His dedicated service is greatly appreciated by the court.

The selection of a successor Commissioner of Accounts is a matter of serious consideration for the court.  The Commissioner of Accounts is appointed by and serves at the pleasure of the Judges of the Circuit Court pursuant to the authority of Virginia Code section 64.2-1200A (1950, as amended).  The application process and application deadline for those interested in being considered for the position will be a merit based and apolitical process and will be the subject of a separate announcement.  No applications should be submitted until that announcement is made.


In the interim, the court seeks attorneys, well versed in estate administration, to serve with others on a panel to review the expected applications for candidates for the position of Commissioner of Accounts.  Those selected for this panel will conduct interviews and make non-binding and confidential recommendations to the Circuit Court bench.  Those interested in being considered for this panel should forward a letter of interest and resume to Judge Kassabian’s law clerk, Kurt Lockwood at by October 4, 2019.
